If an item you plan to reuse is not part of a published article (e.g., an item created by a third party and quoted in the article), it should not be considered licensed for reuse under the CC BY license unless otherwise noted. In such cases, you can only reuse an item under copyright exceptions such as fair use or quotation, except as stated in the applicable copyright law or any license terms indicated in the original work in which the item appeared.
